1. CFO3

    CFO3 focuses on those offenders who have difficulty accessing mainstream services currently available. There are nine regional level contracts across England with four providers, operating across custody and community, with a particular emphasis on social inclusion. The current CFO3 programme commenced delivery in July 2015 and will run to August 2023.

  2. CFO Activity Hubs

    CFO Activity Hubs focuses on encouraging participants to engage with activities and can receive referrals from different sources: courts, police, self-referrals, DWP, CFO3 and probation. There are 16 Activity Hubs and one Veterans Specific Hub within HMP Holme House across England with three broad categories; Human/Citizenship, Community/Social, and Interventions/Services. The current CFO Activity Hubs programme commenced delivery in June 2021 and will run to September 2023

  3. CATS+

    The “Case Assessment and Tracking System” software, was re-developed by HMPPS in 2014, using modern techniques and functionality, and is based on previous successful iterations of CATS (version 1 through to version 6) which had been utilised by since 2004.

  4. Armed Forces Covenant

    CFO are proud recipients of a grant from the Armed Forces Covenant Fund to support fast-tracking onto resettlement schemes and enhanced provision for ex-Services personnel who have been recently discharged from the military and have received a custodial sentence following conviction. CFO’s scheme will be branded as Network for ex-Services Personnel or NESP.

    The Co-Financing Organisation (CFO) has delivered services to offenders in custody and the community since January 2010. Services are delivered via. contracted prime providers and sub-providers, to improve access to mainstream activity for offenders in the community or reaching the end of a custodial sentence.

    Sustainable development is one of the driving forces behind the new Europe 2020 strategy for jobs and smart, sustainable and inclusive growth. This was adopted by the European Council in June 2010. The environmental challenges that are facing the labour market are reflected in the new guidelines for employment, which are an integral part of the Europe 2020 strategy.

    Specific funding has been designated within HMPPS CFO in the form of Technical Assistance to ensure an offender’s transition from the Criminal Justice System to mainstream provision is seamless.
